This is a well-known oscillator configuration with complementary transistors. In this case, the circuit produces clicks controlled by P1 and can be used as a metronome. The circuit can be powered with 12 V by exchanging Q2 for a BD136. The circuit is from Newton C. Braga's book Fun Projects for you Experimenter, published in the United States.
