The integrated circuit is the 4093 and one of its four gates is used. The frequency is given by the capacitor and the resistor from 10k to 1 M. See in the section of Mathematics for Electronics how to calculate this component. The supply voltage can be between 3 and 15 V. The maximum frequency is around 7 MHz with a supply of 10 V. The transistor can also be the BC548.
