This flasher with a well-known configuration was suggested by a 1977 publication by Radio Shack. The frequency depends on the capacitor. For Q2 like BD136, the lamp can have up to 200 mA of current. The other transistor can be the BC548. The supply can be done with voltages from 6 to 12 V depending on the lamp.
