The circuit shown causes two LEDs to alternately flash at a frequency given by the capacitor. The circuit can be powered by voltages from 6 to 12 V, depending only on the values of R5 and R6 being increased to voltages of 9 and 12 V. The circuit is from a 1975 Radio Shack documentation.
