This circuit tests the earth connection in computer outlets and other equipment that requires this connection for safety reasons. Place the device under test in the socket and the two neon lamps should light up if all is well. The fuse has to be according to the power of the devices that are normally connected to the circuit. Neon lamps are common for the type that does not have the current limiting resistance internally.
