This circuit has a low level at its output (pin 8) when the input signal has a frequency of 10 kHz. This causes the LED to light up, indicating “mooring". The supply voltage is in the 9 to 12 V range and changes in the tuning frequency can be obtained by changing the 47k ohms resistor for a 100k trimpot. ohms in series with a 10k ohms resistor, resistors are 1/8 W and capacitors can be either ceramic or polyester.
