This is an amplifier for alternating signals (AC) with automatic gain control, using an LM3900 transconductance operational amplifier. Transistors are for general use and the power supply must be symmetrical. The circuit maintains the output voltage at 3 V. The circuit was obtained from European documentation from the 1980s.
