This circuit is from a April 1991 Popular Electronics. The magazine no longer exists, but the circuit can be implemented with a BC548 transistor. The supply can be made with voltages from 6 V to 12 V depending on the relay, although the diagram indicates 9 V. The circuit has very low consumption in the standby condition.
