The integrated circuit used in this configuration is the 7400 and the maximum current of a few milliamps. The circuit has an output setting and must be powered with 12 V. An internal reducer provides the 5 V for supplying the 7400. The zener is 5 V. The circuit is from 80's documentation and the transistor can be the BC548.
